They received several phone calls Wednesday night from the medical examiner’s office and the Bureau of Criminal Apprehension that a family member had been shot and killed inside the building.

MINNEAPOLIS (FOX 9) - A Minneapolis brewery is grappling with how to handle a federal deadline that could wipe out a major slice of its business overnight.

The hemp industry now has more time before a federal ban takes effect, but uncertainty is already shaking up businesses that have come to rely on THC-infused drinks to stay afloat.

The stakes for local breweries

What we know:

Dan Justesen runs Utepils Brewing Co. in Minneapolis, a brewery that produces about 60 cans per minute and has expanded well beyond traditional beer. Utepils sells THC-infused sparkling water under its own brand, Bandwagon, and manufactures for other labels, including Stigma.

By the numbers:

The brewery produces roughly 100,000 cans a month, and Justesen said those products now account for a significant portion of his business.

"It's 15 to 18% of our revenue," he said.

The backstory:

The 2018 Farm Bill legalized hemp to support farmers who use it to make rope and other products, but it created a loophole that also legalized THC drinks and edibles. Some in Congress want that loophole closed, and the ban is now set to take effect Dec. 11. President Trump signed a funding bill on Wednesday that delayed the ban by a month.

What they're saying:

With the deadline quickly approaching, Justesen said the uncertainty is creating a ripple effect across the entire supply chain.

"It's, right now, the proverbial hot potato. Who wants to get stuck with inventory when the rules end?" he said. "The retailers don't necessarily want it, warehouse people don't want it, we don't necessarily want it."

He added that the broader industry is in a holding pattern.

"Everybody is trying to eliminate risk because they just don't know what's coming," said Justesen.

What the ban means for Minnesota

THC drinks remain legal in Minnesota, but Utepils holds a federal permit to operate as a brewery, and Justesen is not sure what that will mean if hemp beverages once again become federally illegal. Utepils also manufactures for other brands, which sell their products in other states, something that would be illegal once the ban takes effect.

What we don't know:

Federal regulators have not signaled how they plan to enforce the ban against breweries that hold federal permits and have been producing THC beverages.

"They have never said a word to any of us for the last three years about producing this product in our breweries. Will they?" said Justesen.

Forty-five years ago, one Twin Cities man bowled his way into the history books, and people still talk about it today.

In 1981, Roger Blad bowled three perfect games during a tournament at Drkula’s 32 Bowl in Inver Grove Heights.

“I was there to win,” Blad said. “It was my day.”

Blad missed three more perfect games by one strike.

“It was just unbelievable,” Blad said.

Blad’s three perfect games in one day set a world record, and he appeared in several newspapers, including Sports Illustrated magazine.

“It was a magical moment,” Blad said. “At that time I was a celebrity for a little bit, but it wore off.”

The ball Blad used is in the trophy case at Drkula’s 32 Bowl, and his three perfect games are on the 300 award wall of fame.

A Republican candidate for the Missouri state House is facing federal drug charges after newly unsealed court documents revealed an alleged plot to frame his political opponent by planting cocaine and prescription pills in her purse.

Thomas Christopher Ross, 37, made his initial court appearance Thursday in U.S. District Court for the Western District of Missouri in Springfield, where he faced one count of conspiracy to distribute a controlled substance.

According to the Justice Department (DOJ), Ross conspired with his former campaign manager to stash narcotics among the personal property of his Republican rival, Louise Secker, ahead of the state's August primary.

But, according to an unsealed FBI affidavit, the campaign manager reportedly flipped on Ross and wore a wire to catch him in a sting operation.

"The circumstances of his arrest are serious and deeply troubling," said Peter Kinder, chairman of the Missouri Republican Party, after news of Ross's arrest.

"Being the Republican nominee for public office carries with it a responsibility to the voters, the community and the principles our party represents. ... Given the seriousness of the situation, I believe the right course of action is clear."

Kinder called on Ross to drop out of the race after he just narrowly won the Republican nomination for Missouri's state House of Representatives District 161 earlier this month by just a handful of votes against Secker to advance to the November general election against Democrat Aaron Metzger. Under Missouri election law, Ross has until Sept. 8 to voluntarily withdraw his name from the November general election ballot.

"The American people deserve confidence in an electoral process that has served our nation for generations," Matthew Price, U.S. attorney for the Western District of Missouri, said in a Justice Department press release published Thursday.

"Candidates are expected to conduct their campaigns with integrity, honesty and respect for their opponents, allowing voters to make informed decisions without fear of misinformation or undue influence."

The DOJ said it was contacted July 30 by the Joplin Police Department (JPD) regarding claims of public corruption after Ross' campaign manager told JPD about the conspiracy to plant cocaine and an Adderall pill, both Schedule II narcotics, among Secker's belongings.

The staffer said he was asked by Ross to plant a baggie of cocaine and a prescription amphetamine pill, both given to him by Ross, inside Secker's purse or car. The Justice Department added that the drugs were meant to be planted while Ross was out of town.

MAN ACCUSED OF USING FAKE CHIEF JUSTICE ROBERTS SIGNATURE TO GET OWN CRIMINAL CASE DISMISSED

According to a probable cause affidavit, the following day, July 31, the campaign staffer wore a wire during an encounter at Ross' home, KOLR-TV reported.

The outlet said court records showed how the campaign manager told Ross he still had "the bag and addies" and asked whether Ross still wanted the drugs planted on his opponent.

Ross reportedly responded in the affirmative, according to court documents, and the pair also sent numerous text messages discussing the conspiracy that Ross suggested "would be extreme egg on the face" of Secker.

Screenshots of text messages suggest Ross and the former campaign manager discussed the plot as early as May 31, local outlet KCUR-FM of Kansas City added.

MINNEAPOLIS (FOX 9) - Data is starting to reach city council members showing how drivers have behaved before and after traffic safety cameras went up across Minneapolis as part of a newly legalized pilot program.

Mendota Heights is also part of the pilot and in both cities, the results show far fewer speeders on the road.

Speed cameras showing results

By the numbers:

When Minneapolis launched its cameras last October, 3.2% of drivers were caught going 10 mph or more over the speed limit, and 0.23% were going 20 mph or more over.

Since then, speeding has dropped at every single location, including a 69% reduction in drivers going 20 mph too fast.

What we know:

The Minnesota Legislature approved a traffic safety camera pilot program in 2024 for Minneapolis, Mendota Heights and highway construction zones.

Minneapolis currently has eight cameras operating at five locations.

Mendota Heights is the only other city currently allowed to use them.

In Mendota Heights, a camera on Delaware Avenue snaps a photo of any car going more than 10 mph over the speed limit. That happened about 3,100 times in the first month after the camera arrived in late June, and about 1,000 times the month after.

Neighbors there say they've seen burnouts in protest, but they've also started to feel safer walking around the neighborhood because cars are going slower.

What they're saying:

Minneapolis Council Member Michael Rainville says the numbers speak for themselves.

"We're seeing incredible reduction in speeding and red light running which is fantastic," said Rainville.

He's pushing for more cameras, pointing to public safety as the driving reason.

"We want public safety on our roads, we want pedestrian safety, but we do not want our police interacting on these traffic stops and the way to do that is through technology," said Rainville.

How the program works

Dig deeper:

Speeding is neck-and-neck with drunk driving as the leading cause of deadly crashes, according to the National Highway Traffic Safety Administration. The traffic safety camera program was designed with that in mind.

The first offense is a warning. After that, fines are $40 for going 10 mph or more over the limit and $80 for going 20 mph or more.

The citation won't go on a driver's record unless they're a commercial truck driver. Warnings and citations include photos of the license plate and a wide-angle shot, but the law protects that data.

If the registered owner wasn't the one driving, they can say so and the citation goes away.

What we don't know:

The city had planned to add as many as 11 more cameras, including some that would catch red-light runners, but those plans haven't solidified yet.

City leaders are expected to decide soon whether to move forward with the expansion.

Apple Valley bus crash: Transport bus carrying 11 children overturns at busy intersection

APPLE VALLEY, Minn. (FOX 9) - A school bus and a smaller transport bus crashed at a busy Apple Valley intersection Wednesday, overturning the transport bus and prompting a large emergency response.

What happened at the intersection

What we know:

At approximately 9:10 a.m., authorities responded to the crash at the intersection of 140th Street West and Galaxie Avenue.

A full-size school bus owned by Independent School District 196 was heading westbound on 140th Street when a smaller transport bus operated by Kinder Care Education, turning left from eastbound 140th Street to northbound Galaxie Avenue, collided with it at the intersection. The larger school bus sustained front-end damage, while the transport bus was struck on the passenger side and overturned.

The transport bus was carrying a driver and 11 children at the time of the crash. The Independent School District 196 bus had a driver and 28 passengers of varying ages on board. First responders and bystanders helped evacuate everyone from the overturned transport bus. Apple Valley Fire personnel and Allina paramedics treated those injured at the scene, with all injuries reported as minor.

The response and road closures

The crash caused significant traffic delays as several roads in the area were closed following the collision.

Roads reopened around 10:30 a.m.

Authorities name victims in mass shooting and wounded officers

What we know:

The Minnesota Bureau of Criminal Apprehension released the names of the two people killed during the mass shooting.

They have been identified as Dale Henry Spry, 63, and Muse A. Afrah, 61. Both are believed to have lived at the apartment complex where the shooting happened, officials say.

The two Minneapolis police officers injured by gunfire are identified as Officer Joseph Michnowski, who has been with the department since 2021, and Officer Yahye Ahmed, who has been with the department since November 2024.

Authorities also named Liban Mohamed Ibrahim as an officer who fired his weapon during the incident.

The Hennepin County Medical Examiner's Office also identified the suspected shooter as 35-year-old Carlton Neal Johnson II, who died of multiple gunshot wounds, according to a preliminary autopsy. His manner of death was ruled a homicide.

WASHINGTON — As September ushers in cooler weather, a new school year and the return of all things pumpkin spice, two fall staples are collaborating for a new collection.

Starting Sept. 15, Starbucks will be selling mugs and cups inspired by the Peanuts Halloween classic, "It's the Great Pumpkin, Charlie Brown."

Customers will be able to sip their pumpkin creme cold brew or the classic PSL from new cups featuring Snoopy, Woodstock and other members of the gang in scenes from the Peanuts special, which is celebrating its 60th anniversary this year.

WASHINGTON — A recall of frozen blueberries due to E. coli has expanded to include bags sold at Walmart.

The recall covers one lot of 10-ounce bags of Great Value Organic Triple Berry Blend, which contains strawberries, blackberries and blueberries. The initial recall also included frozen berries sold at Publix grocery stores.

The recall expansion applies specifically to lot code 6040 01-6, printed on the front of the package, with a best-if-used-by date of Feb. 9, 2028. The bags are marked with UPC 7874211226.

SAVAGE, Minn. (FOX 9) - A neighborhood dispute over a dog turned violent in Savage on Wednesday, leaving one man fighting for his life.

What we know:

A 39-year-old man is in critical condition after being shot by a neighbor following a dispute that started over a dog's behavior.

Authorities say the shooting happened at 4:45 p.m. Tuesday, Sept. 2, on Utica Avenue near 143rd Street in Savage. Detectives say two neighbors had an encounter involving a dog's behavior, and one person reported receiving a verbal threat. A second confrontation followed, during which one neighbor shot the other.

The shooting victim was taken to Hennepin Healthcare with life-threatening injuries and remains in critical condition.

The arrest and charges

The backstory:

Detectives arrested a 46-year-old Savage man in connection with the shooting. He is being held in the Scott County Jail, facing charges of attempted murder, assault causing great bodily harm and illegally possessing a firearm as a convicted felon.

Several agencies assisted at the scene, including the Shakopee, Burnsville, Lakeville and Prior Lake Police Departments, the Scott County Sheriff's Office, the Tri-City Tactical Team and EMS partners from the Savage and Burnsville Fire Departments and Allina Paramedics.

What we don't know:

It is not yet clear what specifically triggered the second confrontation or what the nature of the verbal threat was that preceded the shooting.

Social media school threats on the rise

Recent incidents of school threats in Minnesota and Wisconsin, it's raising questions about how law enforcement investigates what's legitimate and what's not. Minnesota Bureau of Criminal Apprehension Superintendent Drew Evans joins FOX 9 All Day to discuss.

(FOX 9) - A student in Sleepy Eye, Minnesota was arrested this week for making a school threat, and a University of Wisconsin-Whitewater campus sent out a shelter-in-place alert before police confirmed there was no danger to life safety. Both cases are putting a spotlight on how law enforcement handles school threats and what's driving the surge.

How threats are investigated

Minnesota Bureau of Criminal Apprehension Superintendent Drew Evans joined FOX 9 to break down how investigators approach every threat that comes in.

Local perspective:

"We consider all threats to schools a real threat," said Evans. "What we're looking at and probably what the public is thinking is, is there an actual threat that's going to be carried out towards our school? But we need to take every single threat and some of the hoaxes that you've just referenced. We treat those as real until we've determined that they're not."

Investigators look at where a threat originated, track it back to its source, identify who may have sent it and then determine whether that person has the means and intent to carry it out.

Minnesota reported 72 school-related threats in 2024, compared to just 13 the year before. Evans says a few things are driving that number up. Part of it is a real increase in threats at mass gathering locations — schools, faith-based institutions and politically motivated situations. But part of it is also better reporting. Schools are now required by law to report legitimate threats to the Minnesota Fusion Center, and as more schools comply, the numbers will continue to rise.

"We also see a large number of hoaxes that have been happening to our schools that happened throughout all of last year and we continue to see those as school starts in Minnesota this week and the week before and will continue throughout the year," said Evans.

The Cat in the Hat trend and swatting

A disturbing social media trend is also on law enforcement's radar. It involves a sinister version of the beloved children's book character the Cat in the Hat — and it's what authorities say was used in the Sleepy Eye threat this week.

What we know:

Evans explained that the trend takes the Dr. Seuss character and places a threatening version of it outside school buildings, paired with nursery rhymes that are rewritten to suggest a school shooting is being planned.

"These are hoaxes from what we've seen, but you never know until we really track it back and really be able to understand the person that sent it if they have an intention," said Evans. "This viral trend — everybody should know it just isn't funny. It's not something and it's designed and creates fear amongst kids that are going to our schools and parents alike."

Evans says both local law enforcement and the state fusion center are working to identify who is behind these posts and hold them accountable when threatening language is involved. He added that swatting — where someone calls 911 or a school directly to falsely report a crisis, sometimes with fake gunfire in the background — has also been on the rise. These calls divert law enforcement resources and cause widespread fear, and while some cases have been traced back to people in the U.S. who have been held accountable, others have originated from overseas.

AI, tips and what parents can do

Artificial intelligence is adding another layer of difficulty for investigators. Evans says AI can generate realistic-looking threats and even fake images of real people, making it harder to identify who is actually behind a threat — and raising the risk that someone could be wrongly accused.

Big picture view:

"AI is certainly increasingly making our jobs increasingly difficult across everything that we do," said Evans. "This can generate messages, generate threats, generate realistic-looking people that are very hard to distinguish."

Evans says the law enforcement community is actively engaged in national policy discussions about what guardrails should be placed on AI, including things like labeling AI-generated content on social media. He called it an evolving conversation that will need to balance the benefits of AI with the very real risks it poses in the wrong hands.

On the legislative side, a new law passed this year requires schools to adopt a tip reporting system — either through their own school or through a system at the BCA. Evans says physical security upgrades at school buildings have also been a priority. When a threat does come in, local law enforcement is the first call, and the BCA steps in to support through the Minnesota Fusion Center and a behavioral threat assessment and management team made up of agents and analysts. That team works with local agencies to determine whether a threat reflects a momentary lapse in judgment or whether someone is on a genuine path toward violence — and then connects them with the right intervention, whether that's mental health resources or criminal accountability.

What we don't know:

It is not yet clear how many of the 72 threats reported in 2024 were determined to be credible versus hoaxes, or how many cases involving the Cat in the Hat social media trend have been investigated in Minnesota specifically.

CHISAGO COUNTY, Minn. (FOX 9) - A man has died after he collided head-on with a semi-truck in Chisago City on Wednesday morning.

What we know:

According to the Lakes Area Police Department, officers responded to a crash around 7 a.m. on Green Lake Trail, near the intersection of Jason Avenue.

Police found a crash involving a pickup truck and a semi-truck at the scene.

Authorities say that the 35-year-old man driving the pickup truck had been traveling westbound on Green Lake Trail when he crossed the center line and crashed head-on into a semi heading in the opposite direction.

The 35-year-old man was pronounced dead at the scene, and no one else was in the truck with him. The 58-year-old semi-truck driver was taken to the hospital with non-serious injuries.

What we don't know:

It is not clear what caused the 35-year-old man to cross the center line.

Canada’s tariffs: How it could affect Minnesota

Canada has announced retaliatory tariffs on U.S. imports to combat ones imposed by the Trump administration, saying they intend to match the taxes "dollar for dollar." FOX 9’s Emily Pofahl has the latest on the potential effect it could have on the relationship with Minnesota’s largest trading partner.

(FOX 9) - A new state tariffs tracker from the National Taxpayers Union Foundation shows the average Minnesota household has paid more than $2,000 in extra costs over the last 20 months because of tariffs from the White House.

The cost of play

What we know:

Minnesota stands out as the only state where the biggest extra payments are tied to toys and games. That's likely because Target, one of the country's largest toy importers, is headquartered here.

Since President Trump began implementing tariffs on toys — essentially the first tariffs in decades on that category — Minnesota companies have paid an extra $616 million to import them.

Kids shopping at Mischief, a toy store in St. Paul, may not notice the change, but their parents probably do.

Dan Marshall and his family, who run the store, have been absorbing the pressure from vendors who have raised prices because of the new tariffs.

"We have no choice but to set our prices based on how much we paid for items," said Dan Marshall of Mischief Toys.

In total, Minnesota companies have paid $4.8 billion in extra tariffs so far — working out to a little more than $2,000 per household.

What they're saying:

University of Minnesota economics professor Tom Holmes put it simply.

"A tariff is a sales tax," said Dr. Thomas Holmes.

Holmes explained that the U.S. has historically used tariffs to raise money, protect local industries and now, to project power.

While the dollar amounts may be manageable for now, he says his bigger concern is what tariffs are doing to businesses and supply chains.

"For the tariff side, as long as the numbers aren't really crazy high, well, it's just a sales tax, and we need to raise money. But just on the firm side, it concerns me greatly," said Holmes.

The disruption he's referring to is significant.

The American auto industry, for example, built a system where components like steel, engines and electronics move back and forth across the Canadian border for specialized processing — like heat-treating and assembly — before final installation.

The president's tariffs threaten to interrupt that supply chain and could push Canada to look to another country, like China, for its cars and trucks.

Big picture view:

For business owners on the ground, the uncertainty is just as difficult as the costs themselves.

"It's unpredictable, and it is really hard to plan your business when the ground underneath you is shifting constantly," said Marshall.

What we don't know:

The data from the tariffs tracker runs through June of this year. Economists warn that continued tariffs on Canadian products could have an even larger effect on Minnesota in the next round of data.

(FOX 9) - After weeks of work by firefighters in northern Minnesota, all of Minnesota's major wildfires are now at 95% containment or better, according to federal trackers.

Fires approach full containment

By the numbers:

Two of the fires, the Dark Fire and Wolfpack fire, are at 100% containment, while the Little Knife Fire, Bear Trap Fire, and Thumb Fire are all 95% or better.

Little Knife Fire: 4,163 acres burned, 95% contained
Bear Trap Fire: 30,804 acres, 97% contained
Thumb Fire: 25,014 acres, 97% contained
Dark Fire: 270 acres, 100% contained
Wolfpack Fire: 6,871 acres, 100% contained

The backstory:

Dry weather and lightning strikes led to more than two dozens wildfires breaking out across northern Minnesota in July.

The out-of-control fires led to the closure of the Boundary Waters Canoe Area Wilderness and a massive interagency firefighting response.

However, the U.S. Forest Service has since reopened most entry points, camp sites, and recreation areas are back open.

What's next:

Officials said the fires would likely keep burning in some form until the fall snowfall.
